This can easily be done in Adobe Illustrator or any vector drawing program.

thank you ,, but i want to do this with photoshop... i use photocopy effect but it not exactly same. for example your avatar is also what i seek. its like cartoon. i search action for it.

i used do do this tecnique.. but not what i want...its 70% similar.. ..

You can us Photoshop to do this effect easily. Just use the pen tool. The pen tool allows you to you to draw the specific lights/darks that you want. Mastering the pen tool is a little tricky at first, but once you get it it works quite well.

you can kinda do this with posterize also.
image> adjust> posterize for what you want you will have to turn it down to 2 colors but you can play with it
