The best tutorial I found on creating chrome effects was from one of Boris Vallejo's books of his paintings/illustrations. This had nothing to do with computers - drawing and oil painting. Basically he states that chrome, and metal of any sort is just a reflection of the objects around it. Chrome, specifically, is most often associated with the bumpers of cars or motorcycle parts, and so usually is seen reflecting a dark, earthy colored ground surface on the bottom and the bright, cerulean blue of a clear sky. One can make any form appear to be chrome by drawing in the reflection of the horizon line, then shading from dark brown to blue going south of the horizon line (this creates a counter-lighting effect common in lustrous metallic objects as light bounces off the ground), and from light blue to blue going north of the horizon line (reflecting the nature of the sky to fade in color intensity towards the horizon as the water content of the atmosphere clouds the color). Attached is a quick example of application of such an effect using gradient mesh instead of painting. Yeah, I know, it isn't that great - its just an example to show what I'm talking about.

In addition to using existing techniques for photoshop, you may want to keep the metal appearance theory in mind and develop your own.
