rt click desktop -> click settings tab -> advanced button -> monitor tab -> under monitor settings, you should see a drop down menu for refresh rate frequencies.

Don't mess with it unless your absolute too, you can do some damage with that stuff, make sure your not running it higher then its alocated.

Yeah, check your manual. If it is too high you will fry your monitor.

75 hz is pretty safe for a relatively new monitor. If you set it too high, and nothing displays, reboot Windows into safe mode (hold f8 as windows is loading). You can turn your refresh rate down from there.
