Well, Gates and Ballmer have been trying to give audiences the illusion that they're "hip" by looking to Napoleon Dynamite (http://www.ifilm.com/ifilmdetail/2679657?htv=12) and The Matrix (http://www.only4gurus.com/v3/matrix.asp)....still doesn't work though. ;)

I don't think it's out in left field at all.
They were probably going for a Playbill kind of look which works perfectly, given the message.
It appeals to people between the ages of 15 and 40 - I think...
As far as branding goes... what exactly IS the Microsoft brand?
I think that they're just repositioning themselves.

It looks more like propaganda then a microsoft ad to me. Although I suppose some people would classify them as an evil empire, maybe it is appropriate.
