Whats the best way to start or attract new clients? Advice and experiences please!

Get a web site up and running so that people can find you online, and try and get word-of-mouth working for you too, if you can. Ask any existing clients to write a short reference for you. That might be tricky because they may say that they will do it, but they'll probably never get around to it!
Also try finding some online business directories for your area and make a submission if you can. These things actually show up pretty well in Google searches so it certainly won't do you any harm.

Good word of mouth in your area can go a very long ways! Don't discount a little PR here and there whenever you can. Best of luck!
To add to Pete's suggestion, also advertise, advertise, and advertise. ;)
