does anyone know of software that will convert an image into a tilable image?

Uh, edit the image to make it tileable. It will do that, but you sorta have to learn how to use the software, you know. There is no magic filter to do it.

Cant you define it as a pattern, and do edit > fill > pattern??

Yeah, but it wont be a seamless tile unless you actually edit the edges to be seamless.

Right, but it will tile, kinda like magic :) moreso than copy/paste and move into place.

Are you talking about making a "seamless" pattern that you can then fill a background with?

If so, a combination of the "offset" filter and some general monkeying depending on the complexity of the background. (use the "wraparound" option in offset.)

Image -> Image Size: (Notice width and height)
Filter -> Other -> Offset: ( half of width and height )
Clone, Heal, Repeat. Repeat. Repeat.
