 Does anyone know the steps in photoshop or a tutorial on how to create this "halo" effect? If so, please let me know, thanks in advance!!!

I have try to show this in sequence below ask question if its not clear:

1 on a transparent layer create a dimond shape and fill white, then motion blur either on 90 degrees or 0 dregrees, you will have to play with the distance to get the desired effect

2 duplicate the layer and rotate the copy 90 degrees

3 create another new layer on top of the others and paint a large white dot with a large brush

4 Gaussian blur that layer play around to achieve the effect you want

5 duplicate this dot layer and free transform it to totally cover the underlayer layer (original dot layer), make a selection of the original dot layer but having the new oversize dot layer selected

6 inverse that selection and create a mask, you might want to play around with adding some noise to the layer mask to give it more realism.

Sorry if it is sketchy but if you know photoshop it should make sense, however feel free to ask questions if it not clear.

Yes! Nice effect, but does it really look like the original, also I think knowing the basics is better than relying on built in pluggin, more scope for creativity surely... no offence. :o

There used to be a plug-in called Knoll Lens Flare Pro or something like that, that would make the effect very easy... it actually made some really cool lens flare or glow effects when I was doing some sci-fi planetary renderings. I think it was created by a guy at ILM but I don't think it ever got ported to work in OSX.
Another option is the Glow brush in Painter 8 (or 9). That requires a bit more hand drawing with the table t though.

Oh no I said "cool lens flare;" I hope I don't get banned, I just got here!

sorry my humor didn't come across. i know how everyone here feels about filters & thats why i posted what i did. but when i saw the original image i thought "that just looks like a lens flare", so yes i think my image looks like the original.
