is there any way in photoshop to fix an image that has been dramatically (about 25%) blurred through motion when the picture was taken?

I dont think so CWS... you can try Unsharpen Mask but it's probably not gonna fix "major blur" sorry.

smart sharpen may help, but usually it'll be all screwed up tonally.

1. make a duplicate layer of your image
2. Filter>Stylize>Emboss
3. Set your angle to the direction of the movement, and your distance to how much your camera moved (turning preview on and off a few times to make sure you have the settings right)
4. Image>Adjustments>Levels
5. drag the shadow and highlight arrows around the peak of your histogram
6. Change your Blending mode to Overlay
7. Lower your opacity to a suitable level.

that's the best your gonna get...
