Think they eradicated this with Adobe CS but with PS 7 you could record transform actions for paths on individual anchor points (you select an anchor point, scale and rotate it, stroke the path...you then make an action to repeat this action 10 times and voila...you apply this action to hundreds of differently drawn paths to cut your work time dramatically...think that now though transform affects the whole damned path!)...It may have been done manually, I remember that 3 years ago back at college I did something similar regarding creating an eye and manually creating each and every fibre in the iris...was trying to set an example that no-one else could follow...no-one could have be arsed either way though I suspect.
*edit* I think its unfortunate that the majority of people look at this sort of thing and have to imagine what external brand name filter might have been used as opposed to what manipulation of the default toolset may have been employed.

I played around in Illustrator for 15 minutes and got a somewhat similar effetc, but now I have to get back to doing some "real work", If you're curious this was done using the "~" key and the curved line tool and then several distortion effects and a little "select coloring". Oh and I did it 2 or 3 times and sort of combined the overall lines.
It's not exactly like what was shown, but I had fun trying it.
