I'm not a graphic designer but I need to create a logo for my own business. I have drawn the logo on paper, my thought is to scan it and work from there but I don't know if I should use Adobe PS or Illustrator. Or would you advice me to create the logo solely on the computer? What type of format shall I save it in? I would really appreciate some help! Thank you!:)

Use Illustrator.
Use PMS numbered colors.
Use .eps format to save.

Well, you definitely started it the right way, by drawing it out first. As stated above you would always want to use a vector based program like Illustrator for logos. If you have never used the pen tool it is going to be a little challenging, but if you know Illustrator to some degree you will pick it up with some practice. Good Luck, you should let us check out the results.

If you can do it on paper, chances are good that you'll be able to
do it in Illustrator with a bit of practice. Remember to make sure
it looks good when it's the size of a dime ;)

No, remember to make sure it looks good when it's the size of a DOOR.

You're both right, but I'm in PD's world now. I was in the dime world, now I'm in the door world.
