What's the best way to decrease an image size in Photo w/o losing qulaity. The scale tool? dpi? Image size?

edit > image size.... adjust the image size leave the resolution the same
if you keep the resolution the same the quality will not go down....

What program are you in ...PS?
In PS I use image size...you can decrease your size there.
Also...you may want to check the resource section and read a little about DPI there in one of the sticky threads. Some really usefull info there! :o)

In PS use Image Size. If you keep the same proportions, it will look fine.

I sometimes use a vise, or pliers if the image is small enough.
