I have a letter shape w/ a 4 pt outline. What I want to do is take that object, do an exact copy of it, and place it precisely behind the first object. Then I remove the outline from the first object and hollow out the fill on the copy, thereby giving the first shape an unconnected outline.
The problem is getting the second object precisely behind the first. Is there an easy way of accomplishing this, or do I have to keep on trying to match it up by hand?

Here we are.
1st: The fill.
2nd: The fill w/ outline.
3rd: The outline I want to fall *behind* the fill, but look like the second example.

Ignore that crazy hollow spot. I don't know what that's about, but it came up in the preview.

but think how much more realistic you can make your counterfeit lottery tickets once expanding upon your graphic design skills...

The copy/paste behind method works fine but you can have more control over them as far as selecting the different parts etc. if you just copy the layer. then you can lock/unlock, hide/unhide the different layers with ease.

It sounds like your doing this the hard wayt, just go object>outline stroke then ungroup. That will seperate your stroke from the fill. Then you can delete your fill.
As a bonus, in CS2 which you have, you can place the stroke inside your fill, outside or centered like the old way, you have more options with this.

command+C, then command+F will paste it in the same exact location
