Photoshop...Polar co-ordinates filter...easier just to draw circles in illustrator, use a shape to cut em and slap arrow heads and little circles on em as has probably done by the originator of that image.

Using Illustrator
Filter>Stylize>Add Arrowheads might be even easier.

no i want to bend lines in circles i don't care about arrows i draw arrows just for understanding.
