Mission: to obtain studio like quality pictures with a pro-sumer digital slr and using flourescent lights from the ceiling as your only source of light.
Problem: uneven lighting & shadows. I'd like to match the tone and look of the upper part of his face on the left.
I've been messing with dodging & burning, levels, & curves so far. any ideas would be appreciated.

This looks to me like a re-shoot or a total hand-crafted deal.
By that I mean there is no one tool or filter that will accomplish what you want.
First thing that comes to mind to try is using the lasso/polygon tool to select a specific area you want to lighten, feather it an amount that will help it blend, and use curves to adjust. Skin tones are really tricky so you might try Selective Color on Absolute.

I agree^^ looks like a reshoot to me for what you want. Flourencent light is really a pain to work with. You'd be much better to go outside and drape a white sheet over a tree branch or a pole or something to get the white background. Have your subject stand a good couple of feet away from the sheet so as not to pick up details in it. Natural lighting is the best if you don't have proper studio lights.
If you have to use this photo... I have no idea how to fix it. The light overall is too flat, and too harsh on his right side. Flourecent light's cast a greenish light which is showing up here (add some red to balance it out).

I'm not sure what you're after in terms of the blue of his shirt, logo colours, etc. This is something with a few curve adjustments and the ol' A overlay B apply image trick in LAB. Maybe 3 minutes work.

I agree that a reshoot outside with a white backdrop (a sheet perhaps) will give you the best result. Don't forget to white balance. I'd put a frog in that picture but I'm kind of busy. Anyone want to take a crack at it?

In photoshop I copy the original photo to different layers. I play around with replace colour or slide the hue in the image adjust menu to get the colour I want for each portion of the picture which I feather select using the mask layer. Then I sort of photo collage it. This is hard to explain and I'm not a good one to teach. Hope you get what I'm sayin! It takes patience but it works. A photoshoot is the best option though if you can that is.
