as far as technique, i can tell you messed with the first one, so i will give you a feew pointers based on what i see...
it seems you used on of the unsharpen mask filters, but i am afraid you pushed it too far. look at the man lips.. those hard dark lines are too mush unsharping.
also, you cut the original background from the photo and either massivly blured the original back or filled with a solid. try mapping shorter distances between your lasso drops when selecting an area like this to save your picture from having a chopped up face. also, somewhere in there is the 'feather' option. when you are going to delete or fill an area next to face feather at lease 2 or three pixels just to soften thatt line...
not a huge fan of the filter you use on rasta man... i dont know why

Looks like an overuse of the unsharp mask to me, particularly the Rasta guy. What's up with that nose hair?
