I'd like to know what software and what effect could be used to make a photo look like a drawing or a painting (made with watercolors or something like that). Someone told me it's possible to do this, but I have no idea where to start. Thank you for your help.

Adobe Photoshop. There are several stock and 3rd party filters that can create a drawing effect.

Illustrator cs has live trace and live paint, these can work, but sometimes do not acheive the effect you really want...Photoshop has some filters that you could play with also, but will require a bit of tweaking...IMO, there is no easy button for this...the best way to create vector art from raster art is to trace it manually using the pen tool in illustrator. See other threads on this forum for some tutorials, or just google illy tutorials. Hope that helps! Good luck!

I'm sure Photoshop is the program that the someone was refering to. Especially if a watercolor effect is involved. More raster than an vector effect.

I dunno. They always look the same to me if you just go in with the WC filter.
Corel Painter's cloner brushes will really do a great quick job, but be prepared to do the brush work tracing and so a tablet works best.
Actually, this is one area where even Corel's Photopaint filter probably beats Photoshop, right out of the box I mean. Particularyl the Water Amount control.

This a tutorial (for making a photo into a Sketch) a friend of mine posted on another forum:

Clip a photograph to the top corner of your canvas with a large spring clip, then start painting with a brush, using the photograph as a reference.
When finished, scan to computer with a flatbed scanner. If canvas is larger than scanner, then piece scans together in Photoshop, using the 'difference' blend mode on the layers (when overlapping image turns solid black, you have an exact match).
