... if there is a technique (or a filter) in photoshop, that will allow me to treat an image to make it look like it has been shot with a fish eye lense?

In photoshop go to filter>disort>spherize play around with that and you should get the fish eye you are looking for : )

When using the Spherize filter, you may want to increase your canvas size by about double in both directions. The filter works on the center of the image and won't affect the corners much at all unless you give it more "image" (extra scratch space) to work with.

If you use the spherize-filter heavily you might want to add a black layer with a circular hole in it on top, to give it that extreme fisheye feeling.
