Does anybody know how to achieve this effect in photoshop?

not to keen on how to post pics on this site. so i will try and put it up as an attachment. Me and some buddies are curious on how to achieve this effect on photoshop.. the effect im interesting in learning is how do the artist get biggie , michael jordan , and the hand to look as they do on the tshirts? if you look closely at the hand, you will see lil dots within the image. any help would be appreciated

The first image looks like a duotone. The second just looks like a black and white as far as I can tell. I think the dots from the third image are the result of a halftone screen. That's all I can offer right now. Getting sleepy.
