REALLY dumb question

I've been doing so much templated work and web design lately, I think I've forgotten how to prepare a print document. When specs call for a margin of .4", is that the same as a type safety guide of .4" on each side, meaning images can be in that margin but not text?

They are clear with their specs for a 5.5" x 8.5" Trim Size and 6" x 9" Bleed Size.

I was going to put a border in my ad, but considering the border needs to be .4" away form the trim edges in such a type heavy ad, I think I'll remove the border and go with .4" as my type safety. I probably solved my own problem there.
