I may just be having a brain f**t but is there a tool in PS similar to Illy's align to artboard.
I have a 400 X 400 template but have to place pictures that are generally portrait style in the template.
Just want to have the pictures i am placing centred.

The simplest way to center them is to drag the image layer into the new document, holding down the shift key. The image will automatically be centered.
There are alignment tools similar to Indy and Illy. They show up on the control panel when you select multiple objects.

Do what Alan says or you'll have to draw some guidelines to figure out where center is. There is no tool in Photoshop that works like the Align Tool in Illy.

An alternative method: put the image on its own layer, Select All, pick up the Move tool and click once on the Align Centers Vertical icon, and once on the Align centers horizontal icon.

Hey Cheers Alan,
Saw the align layers thing but didn't occur to align one layer to middle. Knew it was something simple like that but our spring rush just hit and too busy to think straight.

Maybe that explains the constant rushes of blood to my head, i always just blamed the coffee...
