i know its depend on paper
but question is how measure the paper

you need to send the spec to the printer and they should be able to tell you.

Is this N/L perfect bind or saddle stitched? Calculate the spine for perfect bound not saddle. You'll need to know what kind of paper you're going to use. Check this site out. http://www.budgetbookdesign.com/spinewidth.php5 As stated call your printer if in doubt.

If you plug in "spine calculator in your browser a ton of those sites pop up. And some you can download a free spine calculator to your desktop.

Yup check with your printer first - and it's a good idea to design a spine friendly design just incase.
Example, don't make the spine a different colour to the front and back covers. But I guess sometimes you must...
