Apple Display on WinXp

a buddy of mine at work just got a new 23" Apple HD Display for his new pc at home... apparently he's having a very hard time getting this to work with his nVidia 8800 graphics card... he says the screen won't turn on and the power light stays lit, at a rare chance he will get it working the way it should... but as soon as the computer gets turned off, he has to trouble shoot it all over again...

i've never heard of anything like this...
i thought the Apple display's were compatible with all compuers?

any advice?

does it have dual dvi
i have read a lot of problems over this ( ati radeon x800 works like a charm i believe)
