I usually make a image then turn it into a brush and use that for whatever I need. If you have real stamps available. stamp a paper and scan and live trace. Once i have the digital version as a vector I can stamp any project, any color, and texturize it to choice.

I would recommend using an actual texture if its availiable. Rubber stamps can't cost that much either way.
Something about filters and effects never seems right when your trying to re-create a texture that can be represented in the real world… at least in my opinion.

To get some effects, I will create a master file that contains that effect and overlay it. For example, for a rubber stamp texture, I will create my type or image or whatever. Then I'll magic wand the texture from the texture file and copy/paste it over the new image. Then I'll tweak it from there. It makes the texture more random and organic looking to me. Of course this doesn't work on all textures, but it does for a lot of them.

Have a scanner?
You can "create a texture" with an actual one. Depending on which stamping style you're looking for (dry ink, etc) dab some paint on a sponge press the desired consistency and scan it in.
Then you an either bring it in photoshop or a vector like illustrator/freehand and create a brush or filter them in.
There's a great site (which I must look up first) that has all sorts of neat texture ideas from Von Glitschka. I'm sure rubber stamps were covered.
I'll post it once I find it.
:)
Edit: Here (http://www.illustrationclass.com/index.php?s=textures) it is.
