Photobucket seems to block us based on referrer ID. If you copy and paste the links instead of clicking on them, you can see the images.
Looking at them, I'd guess the problem is the jagged edges around the figure that have been clearcut and placed into the document.
Easiest answer to that is that instead of simply erasing the background, you create a layer mask, and paint out the background with a soft edged brush.

lil_he it looks like that could be achieved by selecting areas of the image in Photoshop and adjusting saturation/color levels. It also looked like a new background was dubbed in. Photoshop would be your tool to achieve this look.
(I'm stating this on the image of the tattooed rapper RKK posted.)

Use the pen tool to outline the man, save the path, make a selection of it, inverse the selection, then press on the layer mask icon, on the man's layer.

If your talking about the general composition then utilizing atmospheric perspective to push something back and something forward is what is happening there. See the how the figure is dominatly lighter then the background?
So you would take your background in to photoshop and adjust the curves or dare I say… brightness. Then you would take the image and do the same. There some pretty complex techniques out there for color adjustment so I can't really go over all them. So thats just the general basic idea.
However, if your asking about the black stroke then that is done one of two ways… well really one but, I'll explain what I mean. The best way to do this is to have the figure(person,item, whatever) stand in front of a contrasting background of a solid color. Then you would take the photograph and bring into photoshop as normal. Then mask out the image from that background. Depending on what your expierience is there is a multitude of ways to do this. The most basic way would taking the magic wond tool selecting the background and deleting it.
The way I prefer to do it is either via using the pen tool and feathering(skin is soft) or using my channels to mask out what is needed. I can't really go into using channels in photoshop for isolating parts of images but, if your interested the below book is excellent and is were I learned all these little tricks utilizing channels.

Creating design like that is not really dependent on any one prgram per say. Its more a mixture of different skills that are then applied on the computer for the final result. However, photoshop is the industry standard for raster work- which that is. basically said, garbage in garbage out. if you have a terrible composition or a poorly lite photograph then there isn't a whole lot you can really do. The best thing to do is shoot the photography as well as possible so you have very minimal retouching to do on the computer. Also shoot it on a contrasting ground so that the object is easier to seperate on the computer in a masked form. I also think the above image is more a play on saturation rather then brightness to clear that up.
