Does anyone know if there's any way to change the default column width from .5 inch to .25 inch in Corel Draw?

I'm not sure what you mean...you mean the gutter? The space between two columns?
A default column width of .25 would be really, really skinny!

MENU>COLUMNS for X3
or
CTRL+T >Columns for Corel12 (I don't remember in other versions)
