I'm calibrating a colour image for print that i took on a digital camera. like all digital cameras, even though i had it on the highest quality setting (raw) it opens in photoshop at 72dpi (although the picture is massive... 106cm x 90cm)

The image needs to be no bigger than 13cm wide for the final design and at 300dpi. how do i get this in Photoshop without accidentally doing damage to the quality? do i just type these figures into the 'image size' function or is there a proper way of going about it?

make sure Resampling is UNCHECKED. Type one dimension of the size and
If the resolution is too high after doing this, make sure Resampling is checked and change the resolution using Bicubic. Sometimes Bicubic Sharper works better when downsizing.

Are your Photoshop settings set to open all images at 72dpi?

It's probably not the Photoshop settings, it's most likely the way the camera saves the file. I see this a lot, a really huge canvas at 72 dpi. PD's advice is the way to go.
