Artistic look question?

I am trying to figure out how these folks are taking images of themselves and turning them into this artistic look. Is it a filter or the pen tool?

That's an illustration, most likely done by tracing over a photograph using the pen tool.

yup they can get even more realistic using gradient mesh tool as well, depending on the look you you want. That looks like some handy pen tool work but really nothing fancy.

It's not hard to trace things like this. You just need a "cool" photograph in the first place.
