how do you produce a bg shadow like this one? im just wondering where to start. If i were to produce a layout that has a center width (the grey portion) with a center fixed with of 760px, what is the easiest or correct way to align the image ontop of the pattern?

Use a ruler (as in rules and guides in Photoshop). Zoom in, and make sure you have your info palette open, so you can see exact pixel locations.

Create your space.

Place a rectangle on said space in a new layer. Use the layer effects to product the "outside glow".

Center said rectange on space by selecting the rectange and the background layers and using the align toolbar for center.

Right-Click on the Ruler (if they're not displayed, then hit CTRL/CMD-R), and choose Pixels.

Zoom in.

CTRL/CMD and + (preferrably on the keypad)

change mode from grey scale to rgb etc

if you bring in a greyscale image you have to change mode
