a poster can be an advert as well
some times a poster is used for its aesthetic value alone as with art
but sometimes we do see adverts made like this too
so maybe clarifying it might help :)

Poster
1.a placard or bill posted or intended for posting in a public place, as for advertising. 2.a person who posts bills, placards, etc.
They can very well be the same thing. Not necessarily, but they can be.

You aren't going to be putting a poster in a newspaper, but you might place an ad. Or maybe a flyer if the newspaper does stuffing.
Tink about distribution to the consumer - where and how are you going to reach the market. Advertisments are usually "delivered" - in newspapers, magazines, on air, etc. Posters usually have to be hung - one at a time, in the right location to reach the right buyer. That's a lot to get right!
What is the product or service and what is the venue being considered?

Well, since this thread was triple-posted, my original post was in one of the many copies of this topic, in which I simply stated that cost and distribution is the main factor of where you want to advertise. A poster may or may not require any fees to an advertiser, in order to post it - it will cost to have it designed, but then you're more free to distribute as you please. A Display Ad for a paper, magazine, etc., undoubtly will cost large fees for as long as you continue to advertise it. Obviously, this also holds true for Billboards, Telephone booths, Bus Ads, etc., etc., etc. However, they reach a different audience than say, posting bills on public boards. Who are you targeting, and what can you afford?
As Jeff stated though, it's best, as a designer, to make designs which can be used as either... I tend to do that, as well.
