I would start with a little research...... simply asking us questions is fine, I guess. But that is a very vague question.

Go to google, or about.com, and type in..... "Starting a website"

Im sure you will get lots of helpful information. You will have to pay for webspace.

Good Luck.

It is a good idea to pay for webspace and a domain name. Though these aren't expensive. Depending on who you go with (do your research) it should cost $50-$100USD per year.

You will need to ask yourself a bunch of questions
Are you planning to undertake this yourself?
Have you made a website before?
What do you want to include in your personal site?

If it isn't a commercial site, then there are free webhosts around the place for that. It means that you have to put up with other people's advertising in your space of course, but for some people, that doesn't matter.

Tripod.com is one of those free alternatives!

And there is always http://www.dot.tk/en/index.html if you want an easy to remember, short URL and don't want to pay for it. There are ads of course.

Firstly you need to get inspiration... look at other people's websitesSecondly you need to build... Dreamweaver is an excellent website building softwareThirdly you need to find a domain name and web host... you're better off getting your domain name from a web host otherwise you may have to pay extra fees to transfer your domain name.

I second inspirtation. ... and third and forth!

Personally I don't think that you 'need' to pay for a host for something as simple as a personal website. You could purchase a domain name (which would be 10-20$ a year) and find a free host that will allow you to use the url.

Having said this, if you are not very familar with hosts and domain names then this might all just be a mess for you to search for a good free host and cheap domain name.... what I'm saying is, sometimes it IS just easier to go with a host that will allow a domain name/hosting package.

I don't know if you are affiliated with a college, but for me I get 1 gig of webspace for free, I know most universities offer the same. This way you don't have any ads, and have a professional looking domain (www.psu.edu/yourname)

That's true Takes 2.

When I was at uni they let us have some space. The domain name was horibble www.schoolname.co.nz/coursename/year/name. So I just directed my dot.tk url to the school site. Worked a charm. Though the university host expires 1 year after you graduate, so you better find a job in that first year!
