That's for a license to operate a taxi company, in which case the license is transferrable to the drivers who work for you. An individual cabbie does not purchase this license unless he/she plans on owning their cab and running their own private company.

I also believe there is a limited number of Medalions available. If I am not mistaken this is the price paid from one cab company purchasing medalions from another company (and overseen by the Taxi Commision).
