yup, flatten each layer that you want to be its own "page" then save as a jpg or tiff. after you have flattened all of your layers and now have say "page 1, page 2, page 3 etc..." saved as tiffs or jpgs. just open up Adobe Acrobat, go to insert page, select each one until its a multi page document.

you could also do it in ID but im doubting you have that.

If you have CS or CS2 you could save each layer as a layer comp, and then run the Layer Comps to PDF script. It will take all your layer comps and combine them into a multi-page PDF.

Is that a pre-made action you can run?

It's in the File menu, under scripts. Not sure how you'd make an action out of making your layers into layer comps, though, it might be possible.

There's also a script in that same menu called "Layers to Files". You could use that, make the file format "PDF", and then in Acrobat choose "Create PDF from Multiple Files" and select all the PDF's you made with the script.
