I don't have much knowledge of paper. I'm just wondering if you guess have any suggestions on paper that mideastern or indian. I'm doing a package design and the theme or person its about/for samples indian/mideastern music. I'm going to print it myself so I'm look for something that isn't expensive.
I'm not exactly sure what you're asking
Paper is paper, it's what is printed on it that will establish the theme. If you're asking about shades or colors then I don't know enough about the music to make any suggestions, Sorry.

This company (http://www.elliepoopaper.co.uk/) makes paper from the dung of Sri Lankan elephants.
Is that in the ballpark of what you're looking for?

what type of packaging is this, Kenn? and is it for mass production?
i know you said you don't want it to be expensive, but the second you change your paper to a special material, it will easily be double if not triple the cost...
i would talk to the printer that will be doing this job and see if they can talk to their suppliers about getting recycled-looking/craftpaper material samples.

Google:
Option 1 (http://www.ethnicarts.com/paper/indian_silkscreened_paper_1.htm): probably can't print over it, but you could do an overlay of some sort.
Option 2 (http://www.paper-source.com/cgi-bin/paper/paper/indian_prints_flat.html): more of the same.
Option 3 (http://www.villagepapercraft.com/): has some neat options.
Knock yourself out. basically look for handmade papers.

Or you could rub some saffron onto it. Though saffron is very expensive...Maybe try some orange/red powdered dye instead.

What country are you from? There's many easy options in the US to get decrative paper. However over printing them is a little hard to do with the finish or decoration.
There is a neat technique you may be interested in to turn modern paper into an old antique parchment.
You will need a linen(cotton) based paper. Coffee or tea and salt.
If using coffee make is 2-3 times as strong as normal. If using tea make it 5-6 times as strong. Pour into a pan and dip the paper into it. Let it sit for a couple minutes to get the desired darkness. Then gently pull out the paper and rest on a flat surface. You can then opt to sprinkle coffee or tea grains on the paper for darker spots or use salt to make lighter spots. Let dry and brush off the grains and salt. The parchment should have varied shades of color and have texture marks from where you placed the grains and salt.
Since it is for yourself, and if the quanities are low enough - it may make the design stand out. Plus once dried it is fully printable. Also note that you may need to stack the dried paper and put something heavy on it to press the paper flat again. Sometimes the paper will warp. You can't really do it with the low cost pulp (standard) paper as it tends to fall apart.
A crafters note: if you do have a Michael's or a craft store near you - take a look at velumn or sketchbook papers for a nice texture. The scrapbook section also has a nice selection of decorative papers.
You can also use the decorative paper as a background and use a smaller printed paper as the middle part and just glue it on.
