I got something kinda like this a while back concerning some domain names I own. It looked exactly like an invoice asking for 60.00, had a due date and everything. I had to dig waaaay into the fine print to discover it was to be listed on some directory site. I could easily see how some less suspicious people might have paid it.

I am sure many don't read through it completely and just pay it. I used to get 'special' letters abut state labor law posted that must be posted, it was a company selling them, you can (in most states) get them for free by contacting the state labor division, they'll even pay the postage.

It is hard sometimes running a business, just sifting through the scams aimed at you.
