Welcome to the forum.
Honestly, you would be better off "hiring" a designer to do this as a pro bono project than you would running a contest to do it.
Many designers are willing to work with non-profit organizations to provide work that the group otherwise could not afford as a donation to the cause.
Running it as a 'contest' cheapens it, and contests for logo designs usually attract novices and hobbyists rather than professional designers.
For more information, please read THIS (http://www.no-spec.com/articles/design-contests/) article.
If you were interested in "hiring" a designer on a pro bono basis (as long as you are a legitimate non-profit organization) you may even be able to post a classified ad on this forum - you would need approval from the administrative staff, but I don't foresee a problem with that - again, IF you are a legitimate non-profit organization.
If you are interested in working with a professional designer, HERE (http://www.graphicdesignforum.com/forum/showthread.php?t=24151) is some excellent advice on finding and choosing someone to work with.

Thanks Morea.
I like the idea of hiring a Pro Bono designer and not using the word Logo Competition. This organization is non profit and even the Surgeons donate there time, money and trade. We want as much money as possible going to these children.

Who do I contact in the administrative staff?
Go ahead and post it in the classified forum stormking. Be sure and give details about your organization what they do etc, etc and what is expected from the designer. The more details the better. Be sure and include an e-mail or phone number so potential designers can contact you.

stormking, I was about to offer to speak to the folks in charge on your behalf, but I see that Kool has already found your thread and given you the go ahead.
The main reason that designers have a problem with "spec work" (as it is known in our industry) is because lots of profitable companies who could easily afford to hire us for our work try to use it as a 'get something for nothing' sort of thing. These are the people who believe that what we do has no value and that tends to raise our hackles.
Most of the designers I know are willing to donate time and work to a deserving organization. :)
Thanks for your patience (heehee... patients! Sorry, I love puns :D) and understanding - and for reading the forum rules before posting a 'contest.' ;)
Best wishes with your project.

Thanks Morea.
I'll just post some basics so you have something to chew on....
Information about the organization:
What we do:
The name of our organization is International Neurosurgical Children's Association.
We are a consortium of neurosurgeons, physicians, nurses, students, and volunteers who lead missions to international charity hospitals. We teach them novel neurosurgical operations and help refine what they are currently doing, and a big part of that is being able to bring along and leave behind operating room equipment so the host surgeons/doctors can continue to help the children of their countries.
The benefit:
With the equipment and the teaching we provide, local neurosurgeons working in international charity hospitals are doing more operations and doing them more safely. Our efforts continue to resonate after our departure. These efforts result in dramatic improvement in the lives of many grateful patients.
Where have we gone:
Peru, Bolivia, Ukraine, and Zambia. We are looking at Nicaragua and Cairo
Who is involved:
Nationally, we have neurosurgeons and medical staff from major medical centers (UCSF, Stanford, UCLA, USC, UCSD) and volunteers from everywhere
Our vision:
We have identified 25 pediatric hospitals worldwide and hope to "renovate" them by providing teaching and equipment. By empowering them, we hope to raise the global level of care available for any and all children with illness of the brain.

Sounds great! You're all set to go ahead and post in the classified section... I would include everything you posted in your last post, and mention that you are seeking a designer who is willing to do the work pro bono.
Be sure to include an email address, phone number and any other contact information that you would like to mention so that the designer can contact you; once the classifieds are posted, the threads are locked and no one else can post in them to ask questions.

oh, and you might want to give it a few days for people to respond - the forum is kind of slow on weekends, but folks tend to stroll back in on Monday mornings with coffee in hand. ;)
