Not long ago I saw in a forum, a inking tutorial done on illustrator.
The reference picture has a skull, flames, lady and if i never remember wrongly a car. I wish i still have the link and try out the tutorial.
Did anyone come across this site and possibly kind enough to let me know.
I did try very hard to search on google yet I had nothing.

I follow whatever mention on the tutorial. however, my lines are always same in width throughout. It didnt narrow of in the end. I simply dont understand. BTW, i'm using intuos 3 - learning to use illustrator.

Make sure you are using a tapered brush stroke and not just a stroke-stroke.

To create the brush you need for this....here is how I do it:
I create a circle, then I use the hollow white arrow tool and drag out the right point of the circle a few inches...from there I use the pen tool and switch it to > and click on that stretched point to lessen the roundness. THEN I select it and drag into brushes and create a new art brush w/ tinting only. :) Now, make sure to keep it small so your strokes aren't huge....but if they are, just lower your point size.....:)
one of the tutorials linked that has those 28 brushes is pretty much what i explained on how to create one of them....and definitely play with variations! ONce you have the custom brush thing done, it opens some amazing ideas up!
