How can we put croping mark in photoshop
there is any tool or any effect, how much bleed need for A3 printing
and how much DPI need for A3 normal printing mean normal print

You can set crop marks in the print dialog box under the Output tab. These will not show up in the document itself though. There may be a script or plug-in available online to do that. Try a google search for 'photoshop plugin crop marks' (without the quotes).

As far as bleed, the general consensus is 1/8" or 3mm. But ask your printer, they may have different specs.

I downloaded some actions from adobe exchange that do it for you. They also have lots of useful plugins, etc. there
