I'm working on a 4-color ad, and I'm pretty sure that "tints" or a percentage of a color does not count as a different color.

I'm using 25% blue, and 25% yellow, for example.

So, does the percentage count as a separate color?

With a 4 colour ad, you can use any colour that is made up of any percentage of cyan, magenta, yellow and/or black.

Well, it could be a 4 spot color ad.
In which case if you are using tints of an existing color and are going to a press, then no a percentage (or screen) of an existing 100% color is not an extra color. If you are doing anything large format, then yes, the percentage is an extra color and you will get 'something' between 20% and 30%. The Pantone percentage swatch fandecks only show 10s.

Careful tZ you'll take the wall out if you keep doing that, check its not a supporting wall.

By a 4 Colour Ad I'm assuming you mean CMYK, go as crazy as you like with your tints. If it's not CMYK check how its going to be printed and where, it can make a difference, sometimes, not often, but sometimes.
