1. What are the differences between foil and varnish? (look, feel, use, cost, production time ..).
2. Is it possible to have a gradient foil?
3. Do you have any experience with foil stamping on lenticular?

Foilstamping uses a physical sheet that's placed over the paper and a plate hot-presses a specified shape onto the paper. Varnish is essentially ink, and basically prints as such.
Foil must be stamped in a solid shape. Gradients will NOT happen.
Me, no. I'm sure someone has tried it. Don't know what the results would have been.

So is it an obious visual difference when I compare 2 blue squares on white paper - one foilstamped and one with varnish?

It will depend on the foil. There are many MANY kinds. There's metallics, pearlescents, faux wood-grains, glitters, holographics... Most stampers will have a sample book that you can look through.

One more question ... when I have 1 PMS color and use it 2 times: 1. 100%, 2. 50% - does that still count as 1 PMS color? How about changing transparencies?

there is a Flexo process called "cold stamping" that allows you to do foil gradients, however it can only be done at a lower LPI.
