I've got one of these:

which I'm using as the cover (pages have been taken out)
and a few of these

which will be my pages
I'm looking for the best possible way to bind the two together.
Thoughts?

Some of this (http://www.nextag.com/ELMER-S-PRODUCT-INC-532422233/prices-html?nxtg=760f0a240528-8B6ECF2D1A5284AA) may help. then once the edges of the vinyl pockets are bound together, you should be able to perfect bind them with the covers.
It is a tough project, you just need strong enough glue that will work with vinyl/plastics.
