So I'm a graphic designer with little to no skill in web design and a small budget. Does anyone know of a place that I can design a simple online portfolio for my design work thats free and customizable that is simple to use? Thanks for any help guys and gals!

Probably not. But using template sites for yourself, as a creative person, isn't the best of ideas. If you can't do it, don't lie about it and use a template. Try using a simple site like www.Coroflot.com. It's free and easy to use for yourself and potential employers. Atleast are online and not using someone elses design idea to show off your ideas...

If you are serious about design and are serious about making real money with real clients, you need to spend a little money on a website.
