Im using Quark 6, I have type that I put an outer glow on in photoshop. How do I get that type into Quark with that effect on it? I tried a clipping mask, but that wont include the outer glow?

I'm guessing that this outer glow on top of some sort of background already set in Quark that you want to show through the glow? Quark 6 does not support transparencies, so you'd have to either upgrade to 7 or make that background part of the photoshop file beneath the text with the outer glow.
Is the outer glow on a layer style?
