You could also go to the Adobe Studio Exchange. A bunch of users make their own brushes and offer them for download. There are thousands of brushes, actions, effects etc... offered there.

Try www.deviantart.com. They have more PS brushes then you'll know what to do with. And most of them are dirty/grunge/blood/paper FX/ skin FX.
