The military idea is a good thing BP. A lot of police in my area are also army reservists. If you go that route, try and focus on the team work aspect as opposed to the military 'close with and destroy the enemy' philosophy. It may not appeal to some police officer's idea of why they joined.

You may also want to give a shout out to the local division and chat with a sergeant. Get a feel for them and go for there. Don't go off what you saw on tv...lol.

Okay heres my idea.

On the cover a cop with a 3 quarter turn with his back facing us, hes obviously writing a hot blonde girl in a convertible a speeding ticket, but wait, where is her hand going......

open up the trifold and you see a man training a german shepard, but wait, where is that tongue going.......

upon further investigation into the homo-beatiality-erotic trifold, we find little Johnny, hes crying cuz hes lost, but the friendly Police Officer knows what to do, hes giving Johnny a spanking hell never forget for running away, and little Johnny is crying so hard that Mr. PO has to run to the bathroom to 'relieve himself'

On the back I would like to see Mr. McGruff taking it like the bitch bastard he is, with Ms. Piggy doin him doggystyle with a lawn dart like a strap on.

I think if you really squint and try hard, you will want to be a cop after seeing this imagery......did that help Permy?
