Logo colours are limited so that it is cheaper to print offset and also to promote a brand. Having many colours in a logo might good when trying to promote a brand colour. Many of the most successful brands rely on 1 or 2 colours only.
In normal printing, white is not considered a print colour because it is the paper colour. If you are printing 4 colours plus black, it would probably be a good idea to make it a CMYK logo and not a 5 spot colour logo as this would be expensive on the press.
Screen printing though is different entirely. You will need to find out if your client intends to use a CMYK printer for clothing or if they are using spot colours. It is also important to note what colour fabric the the prints are going on. If it's not white, then the white will be counted as a colour (unlike printing).
White isn't considered a color unless you mean a spot white.

As long as the logo works for the concept and company, and transfers to black and white ok, then it should look fine. As a general rule though, logos should be kept fairly simple color wise.
Before I answer your question, I want ask you, why do you need 4 colors in the logo? And why do you think it only takes up to 3 colors on every logo? What if I say that 1 color is the maximum? And what if other say 2 colors is the max color? The point is, if you can make it more less color, why you should make more color. And if you think that the more color in the logo can emphasize the company brand image, why should you limit your color. Color will affect the money we should invest whenever we want have some printing media (offset). And TOO MUCH color will make your logo awful. Please consider, do the look and feel of the logo still the same whenever it printed in black and white. Does the logo can still be recognized if in black white. Don't limit yourself with some books that write it only can have maximum 3 colors. If you read 10 books and all of the books say different maximum color you should have in a logo, you're going to be crazy.
Hope it can help you out.

answer no.1.
"And the Lord spake, saying, 'First shalt thou take out the
Holy pen tool. Then, shalt thou count to three colours, no more, no less. Three shalt be the number thou shalt colour, and the number of the colouring
shalt be three. Four shalt thou not colour, nor either colour thou two,
excepting that thou then proceed to three. Five is right out. Once
the colour three, being the third colour, be reached, then lobbest thou
thy Holy Illustrator file of Adobe towards thou client, who being contract bound in my sight, shall pay for it.'"
answer No.2.

lol
i was going to say 42
:D
I'm not sure where the 3 color thing came from. The standard for forever has been two colors. This is an economical issue because most printers charge considerably less to run jobs on their small two color presses that their four color presses. There is no such thing as a three color press.
With the prices of digital presses coming down so much in the last few years so that most small shops now have them, I don't know how much of an issue this is anymore.

In my opinion a strong logo can have as many colors as you want in it... As long as you can bring it down to 1 color. You can have 500 colors in it, as long as it looks good in 100% black as well.
Think of the vinyl cutters of the world! ;)
100,00,000 (100*100*100*100)
Than you can throw in all the spots if you like. Don't exactly know how many of those exist total…
