I saw a guys profile pics on facebook and he has an effect that I've never come across. I do know he's working with a $12,000 camera but I'm not sure if it's the cam or photoshop that is creating the effect. Or a 3rd party filter maybe? Is anyone familiar with this effect?
I'm guessing Photoshop although I am not sure what you mean by effect.
He has a definite style and probably spends alot of time adjusting and manipulating each picture. Building it up with different layers.
I highly doubt it. I know the guy a little and I know he is lazy as hell so I don't picture him sitting there hours and hours doing this stuff. They are real pictures of Montreal. How he is getting that effect I don't know though. I asked him and he wanted to keep it a secret :(

Just take a nice crisp image, and blow different portions brightness/contrast (in image > adjustments) out... Selected and crop out certain areas more or less with layers and layer masks.
$12k camera? What kind? I bet it's just a Nikon digital SLR...

The first image in this lot was done in Photoshop. A black and white pic and the same in color.
Also if you look close at the right of the pic youl see there a tiny bit outa sink. The building in the forground dosent belong there.

It looks as though two or more photos at differing exposures may have been used to mimic high dynamic range imaging (http://en.wikipedia.org/wiki/High_dynamic_range_imaging)photographs.

NB. I am by no means a photographic guru though.
There are a billion tutorials out there on how to use photoshop's "merge to HDR" facility. Just google "photoshop merge to HDR tutorial" or something similar. You do need to be working with Photoshop CS2 or above I think though.

It sounds like you don't know the guy as well as you think, if he won't share his "secret" with you. It looks like a good part of the secret is a decent camera and a well set up to the shot, since the clarity up close seems pretty crisp.

Put me down as 1 vote for HDR too.
Here's a cool example of HDR. It looks like it's computer generated at times.

To me it looks like a combination of exposure time, a filter, and some photoshop work. I don't think those are HDR images, but just careful saturation adjustment and attention to exposure times.

they're not proper HDR photos but a photoshop attempt... you can get hdr 'style' plug ins fpr pshop and I'm positive that's what he's using.

Is there any plugin in particular that's popular or reccomened? I did a search and quite a few came up and they aren't cheap so I'd rather go with something that I'm sure will be good.

I wouldn't bother with a plug-in since you'll be able to create images similar to your examples, without a plug-in. Check out these articles to learn how:
