all i want to do is white out the name of the seller at the top. but i don't want to export the file then edit it or anything, i'd like to keep it in its original PDF format. is it possible to just draw a white box or something over the name, or is there absolutely nothing i can do to edit a locked PDF?

open it in photoshop or illustrator and do it from there...then save as a pdf again.
I have a program called Passware which will hack the password from a PDF with great effectiveness. ;)
However, I think the two above answers would probably suit your situation better.

i can't because it's locked, it asks for a password if i try to place it or open it in any other program.

You'll probably need to get the password. It was placed on the
file for a reason. I have a password hacker too, but without knowing
what you're working on I wouldn't advise using one. I've tried
placing protected documents into other applications before and it
hasn't worked out very well.
