I would suggest both...in the email, say letter is following...in the letter, mention the email. Always better to have a hard copy that you sent...even if it is on
Word on your computer. Plus, it is more professional and looks more serious about getting paid!

however, the email serves to warn them what they owe, etc.

You sent me an email asking for money?

That's the kind of email I don't ever receive. LOL!

Follow it up with paper like vectorgfx says.
It's usually the paper one that gets posted to the accounts payable department.
(Though the mail 'loses' things too ;) Just kidding.)
