When I try to do things in Photoshop I get that error message saying that it could not complete the task because there isn't enough RAM.
Why is that?

Definitely increase your RAM. I would recommend at LEAST 2 Mb. If you can afford to max out your RAM slots, do so.

If Photoshop runs out of memory, it uses the scratch disk. If that's full, Photoshop goes "Diz playce eez too small, I leevin." and runs away.

mean while....try to clean your disk..to get a bit more room..
or create some CDs with files and clear the memory...
i think that might help..

Defrag your drive too if you haven't in a while.
