If you have access to the HTML code, you may be able to.
A flash banner is not likely to add functionality, just pizazz and wow.
For a blog, I'd keep it simple.
And if you're using flash to just show off...dont :) Flash works so much better if it has a purpose and adds to the site somehow. A flash build can be nice, leading the viewer into the site. But unless a client asks for it, flash banners just look like commercials.

Yeah, you can use a flash banner in Blogger. But...your blog is about SEO...wouldn't Flash functionality be a bad thing for that?
